대한민국 대통령 노무현 각하
국정홍보처는 서울과 과천, 대전 등 3개 정부청사로 기사송고실을 제한할 것을 제안했습니다. 각각의 정부 청사는 4개의 브리핑룸과 1개의 기사송고실 혹은 기자들이 작업할 수 있는 사무실을 두게 됩니다.
이 뿐만이 아닙니다. 국정홍보처는 사전 허락 없이는 정부청사에 기자들이 들어가는 것을 금지하려 하고 있습니다. 7월 1일부터 모든 언론의 출입증의 효력을 취소하고, 정부에서 허용한 공무원과의 인터뷰를 하거나, 특정 브리핑에 참석할 때 사용하는 임시 언론출입증을 발급할 계획입니다. 한국 언론은 새로운 언론 정책에 대해 격렬하게 반발하고 있고, 각하께서는 항의가 계속되면 기사송고실도 모두 폐지할 수도 있다고 하셨습니다.
이 같은 상황하에서 IPI는, 한국정부가 임의적으로, 21세기를 위해 UN이 추구하는 목표의 한 부분을 구성하는 좋은 통치구조와 책임성의 원칙을 무시하려는 데 대해 곤혹감을 느낍니다.
언 론은 현대 민주사회에서는 정부가 책임을 지도록 하는 인정된 의무를 가지고 있으며, 이러한 역할을 방해하려는 현재의 시도는 한국 정부의 이미지를 심대하게 실추시킵니다. 더구나 이것은 불가피하게 정부가 뭔가를 숨기려 한다는 인상을 줍니다.
이러한 점을 고려해서, IPI는 한국 정부에 이러한 정책을 철회하기를 요구합니다. 그리고 언론에 정부부처와 공적기관에 대해 자유로운 접근권을 허용해 줄 것을 촉구합니다.
최 근에 조성된 긴장을 완화하는 한 방법으로서, 과거 IPI가 공산주의가 붕괴된 지역에서 행했던 것처럼, 한국 정부와 언론간의 상호 이해를 돕기 위한 회의와 세미나를 마련할 용의가 있습니다. 그러나 만약 한국 정부가 지금의 정책을 바꾸지 않는다면 올 11월에 열리는 IPI이사회에서 한국 정부의 이 같은 조치를 중요 의제로 올릴 것입니다.
한국에 대한 국제사회의 평가에 심대한 피해를 주는 것을 막고, 또 이 같은 조치에 의해 유발된 한국 언론계의 좌절을 막기 위해 노무현 대통령이 이 같은 결정을 철회하도록 정부에 권고해 주실 것을 IPI는 희망합니다.

Your Excellency,
According to information provided to the International Press Institute (IPI), the Korean government is seeking to limit the media’s access to government sources and reduce the number of pressrooms in ministries and other public institutions.
Based on news articles, the initiative apparently followed remarks by Your Excellency that pressrooms allow journalists to collude on stories.
The GIA therefore proposed to reduce the number of locations for pressrooms to three locations in Seoul, Gwacheon and Daejeon. Each location will have four briefing rooms and a separate office for news transmission, or reporters' working rooms.
In addition, the GIA intends to prevent journalists from entering government buildings without prior permission. From 1 July, the GIA will revoke all press accreditation and issue temporary press cards allowing the media to attend specific briefings or interviews with ministers permitted by the state.
The Korean media have vigorously protested the new media policy and Your Excellency has suggested that if the protests continue, the pressrooms may be closed altogether.
Under the present circumstances, IPI finds it disturbing that the Korean government is so willing to casually set aside the principles of good governance and accountability that form part of the United Nations goals for the 21st Century
The media have a recognised duty to hold governments to account in modern democratic societies and the present attempt to hinder this role reflect extremely badly on the Korean government. Moreover, it inevitably gives the impression that the government has something to hide.
With this in mind, IPI calls on the Korean government to reverse its decision and to allow the media open access to ministries and other public institutions.
As a means of reducing current tensions, IPI would be willing to arrange for a series of seminars and conferences to promote mutual understanding between the media and the institutions of government, as we did after the breakdown of communism in the newly established democracies.
We hope that you, dear Mr. President, will advise your government to revise this decision to avoid serious damage to Korea’s international reputation, as well as to avoid deep frustrations in the Korean journalism profession caused by such measures.
